Minutes of the Last Meeting
These were proposed by Russell Overend and seconded by Neil Barrington.
Chair/Secretary's Report
The Chair had attended the Community Councils' Forum and informed the meeting about a new petitions process which has been introduced as another conduit for residents to raise matters with Renfrewshire Council. As this could be a useful route for LCC, and Cllr Puthucheary is the Chair, this is to be looked into in more detail.
Phase 2 of the new Community Council scheme is now underway.
Neil Barrington had attended the open meeting given by Scottish Water. It was well represented by some of their top executives and the meeting well attended.
One of the main issues raised was that of flooding, which now has widespread effects on the community. The explanation given was that the reservoirs in the area are mostly old and were constructed for heavy industry and therefore now do not serve their original purpose.They tend to overflow, especially during either extended periods of rainfall, and more especially when this is heavy. Both Glasgow and Renfrewshire Councils are looking at ways of dealing constructively with this to try to ease the problem.
Regarding Langbank, the Chair raised the matters of the water leakage in Station Field and the sewarage problem from Gleddoch.
Regarding the first, the Scottish Water executive was very well informed and assured him that he would try and progress the matter. Russell Overend is to contact Peter Farrer of Scottish Water.
He was however unaware of the second issue and thought it was a health and safety matter so the relevant health authority should be contacted to see how this might be dealt with.
Roundabout
Cllr Holmes received a reply to the joint letter (from all three representative councillors) sent to Transport Scotland, outlining local concerns about speed levels of vehicles going through the roundabout. The main points of this letter were:
- All roads authorities have been instructed to oversee a review of all speed limits by 2011
- Amey have been instructed to carry out a programme of reviews in South West Scotland (due for completion in April 2010)
- Transport Scotland (Strategic Road Safety team) have agreed to meet Strathclyde Police and Amey at the roundabout to monitor morning peak safety issues
- the criteria for assessing safety is if more than three 'injury incidents' have occurred on any stretch of road over the previous three years
It was also stated that anecdotal evidence for 'near misses' is not accepted as a basis for their consideration. The Chair replied to request that the team meeting for observation at the roundabout do not wear high visibility jackets to better observe the traffic.
The Community Council will now await the outcome of these steps.
